The President of the Instituto Superior de Ciências da Saúde – Instituto Carlos Chagas (ICC), CNPJ nº 42.590.091/0001-02, in the exercise of his regimental and statutory attributions, due to the need to regulate a flow of feasibility for acquisitions of services and goods directed to the Girl, Moça Woman Project, resulting from the Term of Development No. 121/2021 and SINCOV No. 917262/2021 signed with Fundação Osvaldo Cruz-FIOCRUZ,
Considering the normative institutional purpose of the Carlos Chagas Institute – ICC in the form of Article 42 of its bylaws;
Considering the institutional objective described in Article 7ᵒ, of the Bylaws, of the Carlos Chagas Institute – ICC with regard to actions to carry out its mission;
Considering the principles of legality, impersonality, morality, publicity, efficiency, economy, transparency and probity, founding the ICC, through Article 9 of the Bylaws.
Considering the need for speed and efficiency in the ICC’s administrative workflow, specifically in the MMM-Menina Moça Mulher Project. Pursuant to Article 42, paragraph, “b” of the Bylaws of the ICC, RESOLVES:
Article 1. Determine that contracting services, personnel or third parties for the MMM-Menina Moça Mulher Project comply with the following phases, steps and responsibilities:
Phase 1 – Request from the employee or person responsible for the sector in writing, in a justified manner, addressed to the administrator of the MMM-Menina Moça Mulher Project;
Phase 2 – Completion of the Requisition Form for contracting a service or human resources by the administrator of the MMM Project – Menina Moça Mulher;
Phase 3 – Authorization from the MMM-Menina Moça Mulher Project Coordinator;
Phase 4 – Authorization by the Carlos Chagas Institute Expense Officer;
Phase 5 – Legal analysis and opinion of the request and definition of the contracting instrument for the service or human resource;
Phase 6 – Execution of the procedure for contracting the service or human resource by the MMM Project administrator;
Phase 7 – Signing of the contract for the provision of services or human resources by the legal department.
Phase 8 – Inclusion of documents in the MMM Project management system – Menina Moça Mulher Project;
Phase 9 – Payment of contracted amounts;
Phase 10 – Production of a descriptive report regarding the provision of services or hiring of human resources.
Article 2. The attached forms are hereby instituted to comply with the flow determined in Article 1 of this resolution;
Article 3. For each contracting of service or human resources, regardless of the amount or nature, a procedure will be opened that will be numbered and controlled by the Secretariat of the Carlos Chagas Institute.
Article 4. Communications between the sectors involved in this flow will be made via the Carlos Chagas Institute’s own e-mail, provided for use by employees.
Article 5. The flow instituted in this resolution cannot exceed a period of 10 (ten) days for the conclusion of the contract, except in cases where bidding procedures must be adopted for which the laws impose observance of longer terms.
Article 6. Budget requests for the purposes of completing Phase 6 of this flow will be the sole responsibility of the administrator of the MMM-Menina Moça Mulher Project, who must forward communications to suppliers, on a sheet with ICC/PMMM letterhead, with the number of the procedure for acquisition, signed and dated.
Single paragraph. The document mentioned in this article will integrate the contracting procedure regulated in this resolution.
Article 7. The report mentioned in Phase 10 of this procedure will be presented by the administrator whenever requested by the General Coordinator of the MMM Project – Menina Moça Mulher or by the Accounting Officer.
Article 7. Contracts promoted contrary to this resolution will be the sole personal responsibility of those who formulated them, and they must be identified and communicated when it is necessary to reimburse the public treasury for any damages caused by this conduct, all in accordance with Laws 8666/93 c/c 14.133/21 c/c SICONV Platform + Brazil Manual of the Ministry of Economy.
Article 8. Omissions will be resolved by the Executive Board of the Carlos Chagas Institute.
Article 6 – This Resolution is published on the Carlos Chagas Institute website. adopting all relevant administrative measures.
